4507R Initial Setup

I am having 2 problems with a brand new 4507R first is I can't get it to boot it keeps coming up to rommon and second is the second Supervisor won't show standby it shows down. Any help would be appreciated.

For the rommon problem , check the boot statement is correct if it is then look at the config register , should be 0x2102 . For the supervisor try useing this guide for the standby issue.

the problem is I can't initialize the module it shows offline.
