As a simplicafication, if a port doesn't have full bandwidth to the fabric, it's considered blocking.  In the 4500 line cards, there's a least one (4418-GB) where some ports on the card are non-blocking while the others are blocking.  Datasheet for 4500 line cards: http://www.cisco.com/en/US/prod/collateral/modules/ps2710/ps5494/product_data_sheet0900aecd802109ea_ps4324_Products_Data_Sheet.html

Yes and no.  It depends on the installed supervisor.  The older supervisors normally support only 4 queues (e.g. sup V), and they don't trust by default.  The newer supervisors (e.g. sup 7) have, I believe, what you describe.

Don't forget Sup8, Joe.

Laugh - I didn't.  Sup 7 was an example of a "newer" 4500 supervisor.  Sup 8 is "newer" still.
