I've seen similar problems in other implementations, try shutting cef off completely and run your tests again.

I shutoff route-cache cef on the interfaces because the switch won't let me turn cef off globally. I get an error message stating it's not allowed to be turned off on this device. Guess I'm going to have to try different code now.
