6509-E with 8700W dual power supply issue

Hello , 

Does anyone have come across any issues switch couldn't power up due to output failure on the power supply fails by inserting two 8700W power supplies to 6509-E with sup32-10GE-3B sups?

I tried with couple of same chassis but, same results.The issue went away when I insert 6000W power supply. Now 6509-E has 8700W power and 6000W supplies.

Could be an IOS.  The chassis must be running a minimum of 12.2(18)SXF7 to support this PS.
