You are running a modular code for the 6500 called "ION" which is outdated.
ION is an early concept for 6500 for IOS modularity.
looking at your outputs we can see:

16406 65.0% 44.2% 31.2% ios-base 5h49m <<<<=====
Next you would want to look at:
show process cpu detailed <PID> sorted | ex 0.00
PID here is going to be 16406.
Then you will see subtasks under ios-base which are the subprocesses.
When you find which subprocess is high, you can inject it in:
show process cpu detailed 16406 task <#>
<#> will be the task id that is high.
-Further more, you can still use debug netdr tool tool to find the top talkers.
debug netdr capture rx
show netdr captured-packets (make sure you are not using console access, as it will print 4096 packets in the output, use SSH instead)
-This tool will display the packets punted to the cpu (since we selected rx)

Not Necessarily. as i posted earlier you can use those commands to find the subprocess and what packets are being punted to the cpu.
i also suggest that you check out https://www.cisco.com/c/en/us/support/docs/switches/catalyst-6500-series-switches/63992-6k-high-cpu.html for more context of how to identify a cause for high cpu utilization.
