If (2) 9300 switches are connected with only 1 data stack cable and both are up. Will connecting the 2nd stack ports cause the stack to reload?

Stack Ring Configuration: Half

Since the first cable is already connected and working, connecting the second cable should not cause the stack to reboot.

As long as you are taken enough precautionary mesures and installing with intact should not cause any issue technically.
For your safety do it in maintenance window (i had some time back on 3750- switch got hang - had to reboot device to restore)
may be not your case (that happend 1 in thousand times).

You might not have any problems, or a reload, but probably inadvisable.
