Please tell me about the configuration below.
When you do not specify the match condition in class-map,
as there is no such communication exists, if this class is specified in policy-map, is it OK to recognize that it doesn't work (in this case, 10% bandwidth)?

I am unsure I understand the intent of your question.

In general, CBWFQ classes do not actually reserve unused policy class bandwidth regardless of why it is not being used.

The overall behavior should be the same for a class that cannot match any traffic or a class that can match traffic but there is none, at that moment, to match.
