access-list matching pings ?

Hello, I have found that the following access-list does not seem to match ping traffic.

Is this as expected ?

Standard IP access list my_Marking
10 permit 10.21.143.14 (342489381 matches)

the 'matches' counter is not increasing ? What interface is the access list applied to (and is it in or out) ?

Do you know the use of that ACL? is it assigned to the line vty?
