Are these switches bad? - New to Cisco and Networking

I recieved 4 2-c3850-24xs-e switches and they all have the same error (see below)

I read that running the following command would fix it "emergency-install usbflash0:cat3k_caa-universalk9.16.12.08.SPA.bin" I ran this command and it formatted the flash updated the flash with the newest, it boots all the way and shows no errors except for what is below.

My fluke linkrunner is able to connect to the internet through the switch so I think I am missing something obviously.
