ARP frames are delayed to leave the Cisco Switch's Port (CGS 2520)

We use the CGS 2520 switch, we address several devices, but one of them has a particular behaviour for one particular Cisco Switch Port : we can't ping this device through the Cisco switch Port but if we connect our laptop directly on this device, the ping works fine.

If we use an other switch inserted between the Cisco and this device in order to sniff the trafic, we can see that the ARP request is delayed by 11 seconds, the device responds to this "who-is" request but the switch doesn't supply its ARP table (dynamic).

We haven't any explanation, one idea ?

It is a false issue.

In fact a static MAC entry was provided on a other port, which create some conflicts as the same MAC address was attributed for two ports (one dynamic and one static).
