Hi All
I have recently had an issue at one of my customers where they lost a site due to an ASR failing encryption after a key reload but HSRP failed to direct traffic to through the other ASR until I powered the failing device off.
can HSRP be configured to direct traffic in the event of an encryption issue.

I am unsure if it can be used to detect an encryption issue but you could use an SLA to ping the IP address at the end of the link and have the HSRP process track that SLA?
Something like this:
