in OSPF,
if i change the auto-cost reference bandwidth to from 100 to 1000,
should the Gigabit interfaces have a cost of 1?
i just did a Packet Tracer lab and afterwards, the Gig int was still 10

As Mark noted, adjusting your OSPF auto-cost set to 1000 should set metric for a gig interface running at gig to 1. However, for auto-cost set to 100, a gig interface running at gig should also have a metric of 1. I.e. for the latter, any interface "seen" with 100 Mbps or faster should have an OSPF metric of 1.
BTW, keep in mind, Packet Tracer doesn't always implement all its features correctly.
