Bandwidth in LAN Network

I have performed file transfer( file size 60 GB) tests within the same and different VLAN, so results were good in different VLANs but not good in the same VLAN  

in same VLAN bandwidth were also goes into kbps but in different it never goes into kbps but remains into MBs like 50,40 max 95 MB min could be 20 MB 

Inter-VLAN config  is on the firewall and the network is on fiber 10 G SFP

so what are possible reasons for this, how to troubleshoot this, and how to resolve this permanently?

Can you explain below :

Both the device connected to same switch ( inter VLAN and intra VLAN for testing )

is the device used for both testing same?

what is the negotiation when you connect inter VLAN port and intra VLAN port

show both the switch port configuration

what IOS code running ?

what is the end device OS ? how are you transferring the files? (any software or just folder share ?)

Isolate the switch from the rest of the network. 

How fast is the transfer in the same VLAN?
