Banner motd and Banner login

The banner login can be used only on the switch or also on the router ?

both 'banner login' and 'banner motd' are available on switches AND routers. Which router do you have ?

You can use it on both devices, with the sames commands.

I tried to use banner login on the switch in the packet tracer and I could not.

I tried to see the arguments I could use with the banner command, only the motd argument appears.

Packet Tracer is a simulator that is missing a lot of commands that would usually be available in 'real' devices. It is for practicing a specific subset of commands. So, in short, if the command is missing, it is because Packet Tracer doesn't have it...
