bgp session not established

Hi according photo 

neighbor 172.31.3.185 hold on idle but another neigob active and then idle 

shut or no shut neighbor have ping 172.31.3.185 change force update-source 

But not establish bgp session nxos version is  64bit 10.3.6.M
