802.1d - only root bridge send out configuration BPDU, other roles can only send TCN BPDU

802.1w - root and non-root switches also can send out BPDU configuration package.

Spanning tree configuration BPDU's always originate from the root switch after successful convergence. The other switched merely relay them.

The TCN(topology change notification) BPDU's are generated by any switch and these travel towards the root switch.

As FCS has already stated, in RSTP the BPDU's can be sent by any switches.
