C3850 Device-Tracking: Unable to "enable"

I appreciate any ideas or insight you all have to offer. Many thanks in advance! I can certainly provide more information if needed, I think I've covered the necessities below.

I'm attempting to configure Device-Tracking. I've read through the documentation  for 16.12 SISF. I have inherited the network where Device-Tracking Policies have been configured on the majority of switches (C3850) and I've attempted to reverse engineer them unsuccessfully. I've included below the difference in the command structures of where Device-Tracking is and isn't configured. I've attempted to execute "device-tracking tracking auto-source" but no additional commands have been presented after doing so. Additionally I've tried executing "device-tracking" under a vlan int but no options are presented (detailed below). I'm inclined to believe that I may need to execute "device-tracking upgrade-cli" but unsure as the command is described as "Converts legacy ipv6 snooping cli to device-tracking" which doesn't exactly match up to what the documentation describes it as OR I could just be misinterpreting things.

If IPDT was enabled in 3.X.X and upgraded to 16.X.X then the command will always be "ip device tracking".  

If IPDT was enabled in 16.X.X, use the command "device-tracking".

I am having the same issue. 5 identical switches (WS-C3650-48PS with ipservicesk9) running SW version 16.12.08.
The command - device-tracking policy DT-POLICY works on 3 of the 5 switches.
The two not working give the same results as listed in the original post.
The three that are working have the following commands available
27_C3650_MDF_L3(config)#device-tracking ?
binding Configure device tracking binding table
full-proxy Enable full-proxy of address resolution
logging Configure snooping Security logging
policy Configure a policy for feature device-tracking
tracking Configures device-tracking tracking behaviour
upgrade-cli Converts legacy ipv6 snooping cli to device-tracking
