c9300-48p Stacking Issue

Hello,

I have two 9300-48p that are on the same sw, hw, and os version. 
We've tried new stack cables, tried running provision switch, and sw 1 is not recognizing sw 2 as a member
Running sh sw on sw 2, it shoes that there is supposed to be a sw 1 as a member. Checked post. Cables nice and tight.
Did a sh sw stack-ports summary 

2/2 DOWN NONE/NONE 50cm Yes No Yes 0 No
not understanding why port status would be down, if showing link is ok.

Really never ran into this type of issue before and do not know how else to troubleshoot this one. Any other ideas I need to be looking at?

 - For starters , when trying to form the stack , check logs on the devices while doing ; or just after.
   Or perhaps before starting any work ; get a CLI connection on both devices first and issue the command
   terminal monitor ; to have immediate feedback from console messages too ,

1.  Inspect the stacking cables.  Is the "Cisco" logo facing UP or down?  (Must face up.)

2.  Are the stacking pins screwed in secure?
