New switches are stacked together. but why ports are down. same model c9300, ios version and license. Anyone has experience on this? Thanks

The cable with the yellow/green ring is the power stack.
The other cable, with the shipping cap, is the (data) stacking cable.

Post the complete output to the command "sh stack details".
If switch 1 cannot even detect one or two cables then either the stacking cables are faulty, cables have come loose (because people think the screws are superfluous) or the stacking cables are not even connected.

This model has the connectors with latch, not with screws, right?
Then probably either the stack module (the subframe that holds the stack connector) is not inserted far enough. Or the connector is not fully latched.

Thanks for your reply. i will provide sh stack det. but i am sure physical connection has not issue. and its impossible to use wrong cable between stackwise and stackpower cable since both has different physical size. however why switch show below info? i did not use stackpower cable

The two screenshots are totally different. The first screenshot is all about stacking. The second screenshot is all about power stack.

Is that the correct stack cable?
Isn't this for the 9300X model?
Cisco StackWise-480/1T is for 9300 and 9300X
Cisco StackWise-320/3T is for 9300L
