I think I'm in over my head. I'm a Sr SysAdmin, but admin my networking skills are weak. New C9300 connecting to old C9200.
This is on the old C9200. 1st question: will they stay "not connected" until I get the ports on the C9300 configured? 2nd question: What am I missing that they are defaulting to VLAN one and not going into TRUNK?
interface TenGigabitEthernet3/1/1 description Cat6 Uplink to LB-9300-PA01 switchport mode trunk switchport trunk native vlan 10 switchport trunk allowed vlan 11,111,254
interface TenGigabitEthernet3/1/4 description Fibre Uplink to LB-9300-PA01 switchport trunk native vlan 10 switchport trunk allowed vlan 11,111,254
Te3/1/1 Cat6 Uplink to LB- notconnect 1 full 10G SFP-10GBase-SR Te3/1/4 Fibre Uplink to LB notconnect 1 full 10G SFP-10GBase-SR

Hi
"This is on the old C9200. "
9200 is not old but I will assume that you are comparing with some recently installed.
"1st question: will they stay "not connected" until I get the ports on the C9300 configured? "
They should change to connected as soon as you connect the cable between them. Unless, the interface is "admin down"
"2nd question: What am I missing that they are defaulting to VLAN one and not going into TRUNK?"
Because they are in notconnect. Only when they change to "connected" they will negotiate the trunk state.
interface TenGigabitEthernet3/1/1
description Cat6 Uplink to LB-9300-PA01
switchport mode trunk
switchport trunk native vlan 10
switchport trunk allowed vlan 11,111,254
interface TenGigabitEthernet3/1/4
description Fibre Uplink to LB-9300-PA01
switchport trunk native vlan 10
switchport trunk allowed vlan 11,111,254
Te3/1/1 Cat6 Uplink to LB- notconnect 1 full 10G SFP-10GBase-SR
Te3/1/4 Fibre Uplink to LB notconnect 1 full 10G SFP-10GBase-SR
Where are those interface connected to?
Did you see the other side?
show run int Te3/1/1
show run int Te3/1/4 ?

You're posting in the UC/Collaboration area of CSC, might want to move your post to a relevant area for your question.

Even if both ports have no config, the ports will go up/up due to DTP.
Test everything first.
On the 9300, connect the two SFPs together and see if the ports go up.
Repeat the same exercise in the 9200.
This is the most "basic" way to troubleshoot optics.
