This is a 9300L and this model does NOT support 16.9.X.
9300L is first supported in 16.11.X and later.
There is no way to downgrade this to anything lower 16.11.X.
NOTE: This behaviour is a bug. The system should kick up an error message to say the software is not supported or incompatible.

1. Power down the switch.
2. Attach a console cable.
3. Power up the switch.
4. Post the entire boot-up process particular the bit where it is looping.

Ok, I got a solution.
Force the switch to go into ROMMON and then perform the Emergency Install (step 5) of the 16.9.4 firmware.
