Hi. Does anyone know whether a C9407R chassis comes with a C9407-FAN tray by default it needs to be purchase separately?

A 9400 chassis always includes the fan tray.

Thank you for the swift response. Is it only apply to New In Box and refurbished unit but if I bought it in the secondary market, it will be subjective?

If the box is from a secondary (used market), nothing counts.
Talk to the seller/vendor or visit the location for an inspection before purchase.
