Our fleet is currently on 17.12.4.
17.12.5 is coming in the next 2 days.

Do you think it is a good idea to go that extend? I am thinking of going up to 17.09.06a. Is it not good idea?

We got off 17.9.X, in both wired and wireless, because we were seeing a lot of strange things.
1. Make sure to constantly monitor (daily) the control-plane memory utilization:
show platform resources
2. If the memory utilization goes >55%, reboot.
3. Reboot the switches every 4 to 6 months.

True, but it's still software and software will always have some kind of defects.
What @Leo Laohoo recommends comes from real life experience. It's always way better to reload the switch in a maintenance window than having it crash during a Monday morning.
The recommended software version for the C9500-48Y4C is either 17.12.4 or 17.9.6a.

which product we know in the world has no reboot required for maintenance?
If the requirement is high availability, then you need to choose a Chassis with multiple support cards so you can perform maintenance.
If that doesn't meet the requirements, you can contact Cisco TAC to guide you better.
