What Phone Model?
Sounds like you need to look into speed dial entries.
You can even prefix them with a '9' if that is what you prefix to dial an outside line.

It is a little concerning that you have admin rights to a CUCM server when you don't even know how to setup a speed dial but anyway.
From memory, the default Phone Button Template for the 7945 only has one Speed Dial entry assigned (although you can create a custom template to add more).
Login to the CUCM Administration Page.
Click Device > Phone and locate the Phone itself.
Click on the Phone and on the left you should see the Line Buttons, line 1 will likely be your own directory number.
Line 5 is probably going to be called 'Add a new SD'.
Click this and type in the number and label you want to give to the speed dial.
Click save and close the Speed Dial box.
Then click the 'Apply Config' button at the top to reset the phone.
That should do it.
