Can N2K-C2232PP-10GE Nexus 2000 Series be used as a standalone 10GBE internet switch?

Like: modem -> router -> C2232PP -> server? 

(Obviously using proper SFP+ cables)

No you can not use FEX  as switch - its dumb device, FEX required parent switches Like Nexus 5K or 7K....so on for them to work.

Yes this FEX is so dumb you cannot use it.

Instead you any low price SW.

No need high end SW for your network.
