Cat3550 PoE and 7942 Phone

We have a Cat 3550 PoE switch that gives an error when we plug in 7942 phones. The phones do not boot up.
The error is:
ILPOWER-3-CONTROLLER_PORT_ERR: Controller port error, Interface FA0/11: Power given but link is not up

The switch is running IPBase 12.2(44)

Not sure if you figured out the issue with your 3550 and 7942's but we noticed that after we upgraded to phone firmware to 9.0.(3) that we started getting the same erorr message but we could resolve it with the command

power inline shutdown delay 20 initial 300 for each interface connected to a 7942 or 7962.

Did TAC mention a resolution for you?
