CAT9500 ROMMON stuck

I have a CAT9500. I've done a factory-reset all and the switch has now booted into ROMMON. I've done a dir  and I have the following permissions:

flash :ro

bootflash: ro

usbflash09:rw

I'm trying to copy the IOS from usbflash to flash however I only have read-only. 

How do I change the permission for flash?
