According to Cisco 100-Megabit Ethernet SFP Modules Compatibility Matrix it is not supported.

100Mb transceiver model that are supported - GLC-GE-100FX, GLC-T and GLC-TE

GLC-FE-100LX is not supported with 3650/3850 family of switches.  Supported on the 3650/3850 family of switches is the GLC-GE-100FX (multi-mode, 2 kms).

3650/3850 can support GLC-LH-SMD, which can reach up to 10 kms.
