Catalyst 3850 24x UPOE problems

I'm trying UPoE functions on 3850 24x UPOE switch, and met two problems:

1. If I set Power inline static max 60000 on 3850 24x:

My PD uses LLDP to request power from PSE (3850 24x) but no matter what power level requested, PSE (3850 24x) will always response 51W.

2. If I set Power inline auto max 60000 on 3850 24x:

My PD uses LLDP to request power from PSE (3850 24x) but no matter what power level requested, PSE (3850 24x) will always response 25.5W.

Here are detailed steps to configure switch, and I also attached frame captures of LLDP negotiations.

Static power mode:

interface TenGigabitEthernet1/0/9

power inline port priority high

power inline port no-xtalk-wa

power inline port 2-event

power inline static max 60000

power inline police

Auto mode:
