We have a WS-C3850-12S running 16.3.6 being used as a link concentrator. I was cleaning up some old VLANs. Deleted one, no problem. Deleted a second, and my SSH session hung. I reconnected with no problem, but now my sessions hang whenever I try to do a show run or a show vlan.
There are older bug reports linking this to DHCP snooping, but turning that off had no effect. I haven't tried a reboot yet in case the flash memory has bit it, as we don't have an operational spare for the 3850s at the moment.
Any thoughts?

Sounds link a bug in the version you are running.
The current recommend version is
cat3k_caa-universalk9.16.03.06.SPA.bin
You may want to give it a try.
Also, if reboot fixes the issue, it will probably come back at some point.
