Catalyst 9200 Smart Licensing Question

Hi, We bought a few Cat 9200s running (CAT9K_LITE_IOSXE), Version 17.9.4a.

They put out this message : *Aug 19 23:09:46.224: %SMART_LIC-6-REPORTING_REQUIRED: A Usage report acknowledgement will be required in 89 days.

I did some reading on Smart Licensing and get the impression it is no longer enforced, and this can be ignored. Is that correct? These switches cannot connect to anything external, and never will. I disabled everything I could find related to Call-Home, but wanted to be sure the switches won't just up and quit working some day. Thanks.
