We have a Catalyst 9300 switch stack running ( three switches stacking, each switch has two power supplies ); and the devices information as below:

I can second @Leo Laohoo answer, we are currently running either 16.9.7 or 16.12.5b - both really good so far!

- Also have a visual inspection of the power supply. Usually there is a led-status indicator. Sometimes these messages are due to software bugs. Upgrading to an advisory release is then advised.

Hi, guys,

The Supply's LED (the red LED) was found flashing while the onsite engineer reached the site, any further recommendation ?

Your recommendation may be correct, according to the articles written in the community.
However, these bugs have been fixed ( or the one we found ) with the IOS version "Gibraltar-16.12.04" ??
such as :
1. bug CSCvn40414.
2. bug/CSCvo31222
3. bug/CSCug29756

- The particular power supply is probably broken and needs to be replaced.

Sure, We shall replace a new supply;
secondly, we also want to confirm it is not a software issue.

When an appliance is running on the infernal 16.12.4 anything can be "software issue".

- Usually when it is a software issue, you will get wrong output from the relevant show-commands, but no alarm-indicators on the PS itself.
