Cataylst 9500-40X VSS Distributed Stack Config is not allowed on Provisioned Switch/Line Cards

I'm configuring VSS on two C9500-40X and when I attempt to add the stackwise-virtual link 1 to Interface Te1/0/37 - 40 I receive the following error.

Distributed Stack Config is not allowed on Provisioned Switch/Line Cards

what is the IOS Version running on these device ?

I figured out the problem. Each switch had created a second provisioning switch and the interfaces wouldn't take the stackwise command while in provisioning mode. I removed provisioning and was able to make the configurations.
