How to solve this problem????

Hello,
this one is tricky, since none of the processes listed shows a very high percentage. It could be due to fragmentation: you could configure the 'tcp mss-adjust 1400' command on relevant interfaces.
The best would be to save the output from 'show tech-support' to a text file and attach it here. The output from this command contains a lot of information that could be relevant to your issue...

Do you have an Debugs enabled?
Do a #show debug.
Switch off debugs using #undebug all

Wait ... Something doesn't make sense here.
What method was used to log into the router? Console or telnet/SSH?
If this was a genuine high CPU then at 99% console access would be next to impossible. I am suspecting this is a "cosmetic bug".
