Cisco 2960x not supplying power to 2702i WAP

So we've got a new 2960X, model WS-C2960X-48FPD-L.  It powers VoIP phones just fine, but none of my APs are coming up.  I've tried both 2702e and 2602i WAPs, and neither power on.  There's not even a blip on the interface.  The stupid thing provides up to 740W of power; currently 540 is available.

Any thoughts?  Our 2960S switches work just fine.

What IOS is the 2960X running on?  There's a big possibility the AP won't power up because you've got a faulty cable run. 

 

If the 2960X is running an old IOS, then there's a strong chance the IOS won't support TDR.  If this is the case, pull the AP off the location and plug it directly into the switchport and see what happens.
