Cisco ASA 5510 Bandwidth Control

Hi - i have a question- is it possible to capping per ip base on asa, for example- i have subnet 192.168.104.0/22, what i want it to limit every ip address to get only 3mbps up/down, it should never exceed the limit no matter what, but starting 192.168.104.1-50 should be excluded from this.

 

192.168.104.1-50 == unlimited

192.168.104.51-192.168.107.255- only 3mbps up/down.

 

this should only be for per ip not for entire subnet.
