Are you coming in over console or vty ports

If its remote it could be a number of things on the network itself , congestion for example , you would need to check the path to the switch

If its console it should be quick  , rule out your hardware try a different pc or access a switch which you know works fine usually make sure the problem is just located to the 2960s, make sure the cables are properly seated , try a different terminal software , there's nothing by default in config on a console port that would slow down your connection so something has to be contributing to it and if console ports are faulty you usually get nothing or just bad characters on the screen

If the switches are stacked, make sure your console cable is connected to the switch that is the stack master. If you're connected to a member switch, it will be very slow. Move the console cable to the master switch and you should be fine.

Another thing you might want to check is if you are using an Access server to access the switch, check for the errors on the line (show line).

Sometimes the delay also happens if you are using Tacacs server for aaa. If there is a delay reaching the server or delay in response from the server on the authorized command, this issue could be seen.

Hope this helps.
