So I wanted to connect an IP Phone to my C9200, it is an Alcatel 8028 Deskphone by the way, The important part is that it is
IEEE 802.3 af compatible and should work just fine.
The Phone just does not power on. I checked the standards
sh int status
sh power inline
sh logging
but absolutely nothing, no mentions in the logs about PD.
Does anyone have experience with this, it does look to me that there is no PoE detection happening.

Non-Cisco powered device does not work on Cisco PoE switch
Follow these steps when a non-Cisco powered device is connected to a Cisco PoE switch, but never powers up, or powers up and then quickly disconnects from power (powers down). Non-PoE devices work normally.
Step 1: Use the 'show power inline' command to verify that the switch power budget (available PoE) is not depleted before or after the powered device is connected. Verify that sufficient power is available for the powered device type.
Step 2: Use the 'show interface status' command to verify that the powered device is detected by the switch when connected.
Step 3: Use the 'show log' command to verify that the powered device is not causing a controller error on the port. This if happening would be highlighted in a syslog.
Step 4: If powered device initially powers on and then disconnects, problem might be an initial current surge that exceeds a current-limit threshold for the switch port.
Step 5: Verify that the powered device is compatible with the Cisco switch. For example, if both units are standards-compliant, they should interoperate. CDP cannot be used to identify a non-Cisco device, and the switch must rely on accurate detection and classification when working with a non-Cisco device using layer 1 classification or LLDP. Ensure LLDP is operational on switch port.

it is an class 2 phone I think it requires 7W and yes LLDP and CDP are enabled.

I looked at the problem today again, I realized that the first switch in the switch-stack is blinking green/amber on some ports.
I connected the phone to the second switch in the same stack and it worked right away.
My question now is, what could the problem be on the first switch in the switchstack.

Then connect the console cable to the Blinking switch and see what is wrong, make sure the switch joined the stack.

Downgrade the firmware of the switch. Any version BUT 16.12.X -- That is all I am going to say.
