Cisco Nexus 5596UP No Console/Boot

I've recently attempted to pull a 5596UP from storage to handle some extra load but was faced with an odd issue, I have zero console output. The status lights on both PSUs work, as well as the small red/green status indicator on the SFP+ side of the switch, but none of the fan module lights illuminate, the switch never boots and I have zero signs of life on both the management and console ports. It has no expansion modules installed either. 

 

The only sign of life I do get is a blink on the ethernet status lights of the L1, L2 and MGMT port. It takes about a minute, they all come on at the same time for about a second, and then go off again. I really have no clue what is going on, AFAIK the switch was fully working when originally decommissioned. Is this likely a hardware issue? I have been unable to find any similar issues online. Happy to update with any extra info on request, no idea where to start with this.

if no console output, its hard to tell what is wrong.

as per information, i think switch is faulty raise TAC for RMA.
