Old issue, but posting my resolution to this issue in case anyone else hits it like I did and finds that there is next to nothing about this error message on the interwebs. The solution in my case was pretty simple: make sure that the N1KV VSM virtual machine (and all other virtual machines for that matter) are powered down on the host where you're attempting to manually install the VEM. With any luck, your VEM install will succeed.
