We have an issue with our cisco 887 router with a satellite internet router.
The satellite router (e.g. 128.182.191.105/30) has DHCP enabled, when a PC connecte to it, it automatically gives the IP address to the PC (e.g. 128.182.191.106/30). The PC can ping the router successfully, and can access internet. If we configure IP (e.g. 128.182.191.106/30) manually, it also works fine.
But when we connect the Cisco 887 with the same static IP (128.182.191.106/30), the cisco cannot ping the satellite router (128.182.191.105/30), and cannot access internet either. The interfaces of Cisco ( both vlan and fa3) are up. The "show int" shows that there are some packet come in and out form the interface of Cisco router. The "show mac" shows the cisco has learned the mac address of the satellite router. When the cisco router configured with dhcp client, it also cannot ge the IP address from the satellite router.
When we configure an PC (IP: 128.182.191.105/30) and directly connect to the cisco 887. Everything looks good. No communication issue between the PC and cisco 887.
There is not any special security options enabled on the satellite router. But the cisco 887 cannot communication with the satellite router.
Does anyone know what is the issue?

If you are switching between pc and router it cvould happen the mac address of the pc assosiated with the ip a
dres sticks in the arp cache of the router. Be sure when you switch to the router you clear the arp cach on your internet router. Also be sure the interface is in a up/up state. If you still have problems please post the following content
show runn of both routers
show interface of both routers
show ip arp of the internet router
Kind regards,

Thank you for your response. But the satellite internet router is a very simple router, not cisco router. it does not have a option to clear arp table.
fa3 (vlan4) is connecting to the satellite router; fa2 (vlan1) is connecting to a PC.
But I forgot keep a copy of "sh ip arp". I just keep a copy of "sh tech"
