Cisco Switch 9300 Error Stacks between two Switch

Hello,

I have two cisco switch  C9300-48UXM version image 17.06.04 mode install and the same license 

I connected two stack cables (Data) and I chose a switch with the higher priority I put it 15
afterwards I restarted the two switchs
unfortunately they are not stacked Despite the two switches and the stack cables are new, i used other stack cable but the same issue someone have idea 

Error message:

Thank you for your responsiveness, I followed this document
this is the first time I encountered an error message like this

Make sure to connect the switches using 2 stacking cables. This way, if one is bad, the other one can function. 

Also, make sure the cable is inserted all the way into the slot.
