Clear Line command does not clear a reverse telnet connection

I have a 2511 that I use in my lab as a terminal server. Connections work great, except using the command "clear line x" does not always clear the connections. I enter the command "clear line 1" and press enter. I get the [confirm] message. I press enter. Doing a show line still shows the line as being tied up (indicated by an asterisk). I can repeat the clear line command several times with no changes. Its not all the lines, only some of them. (I have 2xoctal cables being used with 16 devices). Thoughts?

The asterisk indicates the current terminal session. Suppose if your terminal server is using the line 19, even though u give clear line 19, the line will not be cleared.
Example
Router#clear line 19
% Not allowed to clear current line

Even after clearing the line used by TermServer will not be cleared
