so cluster What type does it belong to? Or it doesn't belong to anything ?

"Cluster," this term is generic and can be applied to various configurations, including both active-passive and active-active setups. By definition, a cluster is a group of interconnected nodes or systems working together to provide enhanced performance, availability, and fault tolerance.

cluster different than High availability
cluster is Active-Active
both Node can forward data and you can connect Port-Channel for that
High Availbilty is Active-Passive, i.e. only one unit can forward the traffic and if it failed then second one can forward traffic, not both in same time.

you need to provide more information what kind of Cluster we considering here ?
Is this SWITCH (since you tagged Switch - so guessing switch cluster). or is this Firewall ?

Old Catalyst same as VSS
In Nexus environment it is vPC
Any of SVL and vPC - Only 2 device can be in the domain, you can join multiple domain in to the other domains depends on the requirement and product you using.
overcome this limitation - new technology come in to play VXLAN and EVPN so on.
