The only thing that might help you is find a way to get console port output via a serial cable. Try to leave it powered off for 20-30 minutes and then give it a go again with the serial cable.
If the SUP does't show anything you might try to change serial speed, it should be 9600 but it could have been changed to something else(actually you should be able to check this from the config (line console 0))
If you don't get anything in anyway you can try to creare a virtual session to module 5:
Check out for "Virtual Console", make sure that you understand what you are doing with these commands as they need to be run on the active supervisor.
Last chance will be to open a TAC case

Hello Magdy Fekry,
This error message is usually seen when standby sup is trying to reach RPR or SSO redundancy. It prevents config changes until standby sup is done syncing with active sup.
Is the standby sup trying to sync with active sup? You can check with "show redundancy" output.

Hello,
Are SUPS in slot 5 and 6 of the same type? Try to put a console cable on Module 5 and disconnect/connect it to see what it says during boot phase.
Thanks,
ADP

Supervisor might be dead then, have you looked at the led status?
Cheers,

Check table 2 and table 3 here:
You probably can determine what's going on with the SUP.
Thanks,

Peer (slot: 5) information is not available because it is in 'DISABLED' state
This usually indicates that standby sup is in rommon mode or booting up.
Check if the standby sup is stuck in rommon or attempting to boot. You may need to access console port of slot 5 to check.
