Hi,
I have a new SG500-28 switch, I have a pool of 16 Public IPs. I have created vlans for all the departments and want to configure NAT using different public IP and limit the bandwidth for all the departments. How can I configure NAT?

No way. You need a router.

No,
The only switches supporting NAT are the 6500,6000 and 5500
