You basically can use the same NetFlow monitor and apply it under any VRF forwarding interface on a switch or router correct?

Yes Netflow will work with VRF's.
interface GigabitEthernet0
ip vrf forwarding test
ip address 1.1.1.1 255.255.255.252
ip flow monitor test output
