Not sure what you are asking , one is the maximum * which could mean just a very brief spike which is nothing to worry about, doesn't mean it is the sustained usuage. # is the average , it looks like most of the time for the last 72 hours the cpu "average" is at least 20% but less than 30 with brief periods of less than 10% cpu usuage. Can't tell you more than that , you would have to look at the processes to see what is using what , as most traffic is hardware switched utilization on the cpu is usually taken up by other processes other than routing ip traffic.
