Could you advise on designing a data center network while staying within a budget?

The client is not interested in Virtual Switching System (VSS) and stacking.

Is Equal-Cost Multi-Path Routing (ECMP) possible?

Nexus N9k in VPC. If nothing special required then a couple of 93180YC-FX will be good enough.
