DTE or DCE?

Devices that communicate over a serial interface are divided into two classes: DTE and DCE. The most important difference between these types of devices is that the DCE device supplies the clock signal that paces the communications on the bus. The documentation provided with the device should indicate whether it is DTE or DCE (some devices have a jumper to select either mode). If you cannot find the information in the documentation, use the following general guidelines to help you select the proper class:

can you pls explain why it is considered to be a DTE device.

Because the "comm" side of the link would generally be DCE (data circuit-terminating equipment).

The router, from a wiring perspective, would be taking the place of a terminal (data terminal equipment).

The major difference is the DCE and DTE ports are wired so you can use a straight through wire connections, i.e. same pin to pin connectivity.

You'll also find, if using Ethernet, a router and terminal will need to use a cross over cable, because they are considered "like" devices for pin wiring.
